Users have not accepted GeM (Government e-Marketplace) not because of problems from GeM (Government e-Marketplace) but because of the ‘control’ issues. The officers, financial advisors, financial assistants and the procurement officers have instituted their own rules for the purchase from GeM (Government e-Marketplace). These are not backed by GFR nor by any policy. These are local rules.

To explain a few cases. The Ministry of Home Affairs clears the budget for the next financial year based on the items projected for procurement by any organization. Once this list is confirmed and sent to organization, the procurement on GeM (Government e-Marketplace) commences. 

The officers do not procure if GeM (Government e-Marketplace) does not have the exact nomenclature cleared by the Ministry.

For a common item like first aid kit, each force has different nomenclature, states use their own nomenclature and the seller has his own nomenclature. GeM (Government e-Marketplace) cannot let more than one brand name to be used by a seller for the same product. GeM (Government e-Marketplace) also cannot permit two sellers to use exact same names. 

 

The user here makes his own rules and the procurement cannot take place.
