It is highly unlikely that users, i.e. buyers can manipulate GeM (Government e-Marketplace) staff since GeM (Government e-Marketplace) caters to the entire Central and State Government and the software is tightly controlled. However, it cannot be ruled out that over last four years loopholes have not been discovered by such interested staff. 

The only way out is to have a “GeM (Government e-Marketplace) Intelligence Section ” a section that should be created and published on a website. There are too many whistleblowers who have national interest in mind and will not permit such manipulation.

Restricting entry to GeM (Government e-Marketplace) will be the biggest positive measure. No buyer or seller should be permitted to interact with any officer directly. Official e-mail id should be the primary mode of communication.
