Government Market in India

  • Indian Defence and Homeland Security establishment is one of the biggest buyers of military hardware and homeland security equipment and services in the world. Government budgeting and the related processes are very complex, and it takes years to understand and get considerable and continuous sales.
  • Navigating Central Government market in India is like navigating through a complex maze resulting in huge expenditure for vendors. Demand generation by users, budgeting, financial regulations, specification finalization, trials, procurement, supply, training, maintenance and more such issues are handled by large number of government officers geographically separated pan-India and governed by huge number of policy letters and regulations.
  • The above becomes more complex since each central ministry has their own set of policies within the overall framework of central regulations. Under each ministry there are large number of organizations each procuring independently for own organization.
  • Besides the above Central Government market, the major purchasers are the thirty state or provincial governments each independent within the federal structure of the union. Each provincial government has separate ministries and each looking after its own procurement.
  • The Central Government has large number of schemes where the procurement is done centrally for use by provincial governments. This makes the procurement more complex.
  • Over and above the complex procurement processes, the regulatory bodies at every stage require to be taken cognizance of.
  • In nutshell, the maze of procurement requires dedicated resources with complete knowledge of its working. Large number of companies with the finest products are not able to crack the Government Market in India.
