General Financial Rules(GFR) is the document that lays out how the Government will procure it’s required items. Government e-Marketplace or GeM is essentially a software that has converted the processes laid down in GFR into an e-commerce portal.
There are SO many processes and sub-clauses that are involved in procurement processes, that sometimes, even the Government buyers find it hard to keep track.
This is where you, as someone who wants to sell to the Government, can benefit.
Mostly everyone is aware of the basic procedures of Government procurement, such as direct purchase, L1, Two Bid system, etc. Did you know that these are all laid down in GFR?
More than the above basic procedures, there are a ton of different ways that government organizations procure- eg: repeat order clauses, tolerance clauses- knowledge of all of which, can help you increase your sales
Secondly, General Financial Rules keep on being updated every couple of years. With government procurement moving online more and more, it is increasingly important to know GFR.
